    – A CRY FROM KARAKURUM
    By
    Syed Muzammil Hussain,

    District Bagh, Azad Kashmir

The nation was celebrating the birthdays of Hazrat Issa (Jesus Christ) and the founder of Pakistan, Quaid-e-Azam Muhammad Ali Jinnah. Some friends from Kashmir utilized the day to meet two leading personalities from Karakurum, I mean, Gilgit Baltistan. They were Mr. Jamil Ahmad, Deputy Speaker of the Gilgit Baltistan Assembly and Syed Raziuddin Rizvi, Chairman, Public Accounts Committee of that Assembly. The discussion started from the geo-strategic importance of Pakistan and how Quaid-e-Azam was successful to get a separate homeland for Muslims of this area which now constitutes Pakistan. Earlier, East Pakistan was also a part of that land but we all know very well how we lost that part of Pakistan in 1971. Both the personalities from Gilgit Baltistan paid rich tributes to Quaid-e-Azam and other forefathers of the Pakistan movement. Then they started speaking on what happened with the residents of Gilgit Baltistan from 1947 till date. They made it clear at the outset that they were never far away from Kashmiris’ struggle for freedom. Although they were away from mainland Kashmir due to geographical hindrances but they in all aspects consider themselves to be the part of Kashmir state which was in 1947 spread over Jammu, Valley, Laddakh, and Gilgit Baltistan. They added it was Indian occupation of the Kashmir state which created divisions among its inhabitants. Both Jamil Ahmad and Raziuddin Rizvi then started speaking on inabilities and indifference of Kashmiri leadership especially from Azad Kashmir as they ignored people from Gilgit Baltistan during last 65 years. They were of the view that leaders from Azad Kashmir never sit with them, they never consulted them and consequently areas of Gilgit Baltistan remained without any rules and regulations till 2010. They appreciated the present Federal Government for giving them some relief by issuing a notification and thus forming a sort of government there. They were of the view that despite of this arrangement, they still consider themselves to be a part of Kashmir. They told that on many occasions people of Gilgit Baltistan requested Azad Jammu Kashmir leadership to honour them and give them some representation in their system prevailing in Azad Kashmir area. They deplored Azad Kashmir Government for not creating any room for them i.e. in the Assembly, government setup, educational institutions and in all walks of life. Jamil Ahmad and Raziuddin Rizvi said they kept themselves crying for their rights at their own but they were never helped by the AJK leadership. They were always given step-motherly treatment by them. They condemned the Pakistani bureaucracy as well for erecting walls between them and Azad Kashmir people. They said that if a tunnel at Shontar Pass was made, the whole journey from Gilgit to Muzaffarabad would have reduced to only seven hours. Presently it requires about thirty hours. They requested general Kashmiri public to get rid of their so-called leaders and meet their brethren in Gilgit Baltistan freely. This would enable both areas to have new start of relations between them for the best interest of the Kashmir cause as well as Pakistan. They added they were never against the integrity and unity of Pakistan but they want to be recognized as free souls on this planet. The rights which were given to them by the present Pakistani government are just peanuts. These rights should be increased and be made at par with the rights given to the people of Azad Kashmir. The people of Gilgit Baltistan intend to get representation in Azad Kashmir Assembly and its total setup. They may be given either Presidentship or Prime Ministership. The capital of the united territory may be rotated between Gilgit and Muzaffarabad on mid-year basis. The cry of both Jamil Ahmad and Raziuddin Rizvi made the participants of the meeting crying over the criminal attitude of the AJK leadership viz a viz their treatment of the people of Gilgit Baltistan.

Those present during this discussion from Azad Kashmir were: Dr. Tauqeer Gilani, Saleem Butt, Sajid Siddiqui, Khalid Gardezi, Ghulam Mujtaba Hussain and Nisar Kiani.

    Welcome Hurriyat Leaders but ………
    By Syed Muzammil Hussain

    The Editor,

Hope to find you this in good health and spirit.
It gives me pleasure to welcome visiting Hurriyat Leaders in Pakistan and Azad Kashmir through following lines. Please be kind as you were always with my writings and publish this article at earliest. You will agree that issues raised in this article are worth consideration. Please read the article and decide at your own. Thanking you in anticipation.

A group of Kashmiri Hurriyat Leaders led by Mir Waiz Umar Farooque is currently visiting Pakistan and Azad Kashmir. They reached here via Lahore. While welcoming them here because of their role in present Kashmir Movement, there are certain points to be raised for elaborating some areas which need full concentration and consideration during their visit. They are speaking on some of these points and most important point is human aspect of the issue.

Popularly known as Kashmir is a union of various geographical entities. More important of these entities were Jammu, Laddakh and Gilgit Baltistan. Kashmir gone through various phases in the history. Most of the time she was an independent or semi-independent if her freedom was not encroached by others. During the British colonial period Kashmir was a princely administered state. In 1947, the state faced its most horrifying time as she was divided into three parts i.e. Azad Kashmir, Gilgit Baltistan and occupied Kashmir. It was not a geographical division but it was division of humanity as families were divided into scattered segments. Thousands of innocent people; Muslims, Hindus, Sikhs, Buddhists and others were massacred in all parts of the unfortunate territory.

Kashmir was made bone of contention for India and Pakistan who fought four wars and faced various border skirmishes in 1947-48, 1965, 1971 and in 1999. Both the countries as well as Kashmir lost their sons in wars. Poverty and hunger were imposed upon the people of India, Pakistan and Kashmir due to these bloody wars. In addition to that a series of allegations and counter allegations and accusations became a general trademark of the sub-continent where we are living. India went nuclear in 1974 forcing Pakistan to follow the same path and in 1998 both the countries became declared nuclear states and reason behind this was their enmity over Kashmir.

Why this happened? This happened due to a cruel fact that both the countries claim Kashmir to be life line or Atoot-Ang keeping in view the geographical, political and potential position of Kashmir for them. However, it is also a fact that the United Nations made it compulsory for both the parties to hold a plebiscite to know the will of people of Kashmir for determination of their future. It was also a tragedy that Kashmiris were never given this right of that promised self determination. They launched various peaceful movements in past sixty five years especially with a focus on India to give them their right of freedom but they were denied that right. After watching the situation carefully and due to disappointment created by the United Nations and world community, they started a militant movement in 1988 and sacrificed thousands of their beloved ones in their fight against the Indian subjugation. They, in addition to that, always kept doors of negotiations opened. The Hurriyat Movement is a symbol of their desire of peaceful settlement of the issue. The Hurriyat Movement which is now divided into two groups alongwith other pro-freedom groups is using all peaceful means to get the world attention thus forcing India to hold a plebiscite and settle the issue with Pakistan peacefully.

Now on the occasion of the visit of the Hurriyat Leaders, it is suggested in best interest of three parties i.e. India, Pakistan and Kashmiris, that all natural routes of the divided state must be opened and Kashmiris may be allowed to travel within their motherland without limitations and restrictions. Every Kashmiri holding Kashmir’s domicile may be allowed to move freely. There should be enhanced Cross Line of Control trade between the parts of the divided state. Although it is going on to some extent. If it was on full scale and without any hindrances and obstacles, the Hurriyat Leaders had to reach crossing the Line of Control. Here it is to bring into the notice of the human activists all over the world that the Hurriyat Leaders and others were always forced to leave Kashmir on Indian Passports. Only once they were allowed to travel to Muzaffarabad on travel documents. Is it not an irony and a joke in present day world which claims to be most free in the history of human beings?

As already mentioned that it was very sad and tragic that both Delhi and Islamabad have been trading accusations and counter-accusations from the very beginning i.e. the creation of these two countries in 1947. Now it has become the general mentality of policy makers in both the countries to look at each other with suspicions.

When we see the past record of these two rivals (shame on both and all who live in the sub-continent), we find very easily that it were the vested interests in both the countries which detracted them from taking the path of progress and prosperity. These interests can be of elements inside and outside the two countries and needless to be mentioned because any wise person on both sides can easily visualize and realize them.

Looking back at the history again, we see that there was free movement of people between various parts of Kashmir before 1947. For example there was a bus service namely Srinagar Rawalpindi Transport (SRT), which plying buses between Srinagar and Rawalpindi passing through Muzaffarabad. There were similar bus services between Sialkot and Jammu and so on. Munshi Muhammad Deen Fauq, a recognised Kashmiri historian in his writings after travelling in various parts of Kashmir had identified a number of routs connecting each nook and corner of Kashmir. However, it was a tragedy — a human tragedy in 1947 that Kashmir was forcibly divided into three parts i.e. Occupied Kashmir, Azad Kashmir and Gilgit Baltistan. This was a bitter reality for a people to be prohibited from free movement within their own territory. For example Srinagar is less than 150 kilometres from Muzaffarabad, but the people of these two cities were required to go through a lengthy procedure before obtaining a visa or a permit for travel between these two cities and through good luck if one succeeds in getting visa or permit he or she has to face a lot of restrictions.

The human aspect of this issue must be mentioned here. Look at people of Parawa Thakiala in former Poonch state who are now residing in Nakyal area of Azad Kashmir. They belong to the same tribe, speak same language and share same cultural background, but are not allowed to meet each other. They are not allowed to attend funerals at walking distance. A Sikh of Rawalakot met his son and other acquaintances after 56 years when he succeeded in getting a visa of Pakistan as a Yatri. This reunion resulted in emotional scenes which cannot be described in words. There are countless examples of this nature in all parts of Kashmir. Another example may be of Karen in Neelum Valley where a river divides two parts of Kashmir and residents are not allowed to meet. Distance between them is just 100 meters or less. They see each other on both sides. They see funerals of their beloved relatives taking place but could not attend

Keeping in view the situation, it has become pertinent for both Islamabad and New Delhi to allow Kashmiris to meet freely. If Berlin wall can be demolished and divided Korean families are allowed to meet occasionally, then why not Kashmiris? Being a person thinking on positive lines, it is appreciated that India and Pakistan had suggested some Confidence Building Measures for normalisation of relations. Among these CBMs, opening of Srinagar-Muzaffarabad route was very important. Visa restrictions for citizens of India and Pakistan were eased to some extent. Hopefully, it will be fully adopted in the case of Kashmiris who have to live with both the forces in Kashmir monitoring even border movement. This will surely not hurt their (India-Pakistan) national stands and egos over Kashmir. Human aspect of Kashmir issue should always be supreme and should not be sacrificed at the altar of national standpoints at all. It has also been said that both the countries have now reached a point where they cannot afford another war and for that it has become essential for policy makers to start easing the prevalent tensions.

No doubt that the Kashmir issue was a bone of contention between these two countries and if this problem is solved amicably the future of over a billion people, one-third of whom are living below the poverty line, would become bright. Let us all hope to see a silver lining in dark clouds of the subcontinent very soon. The Hurriyat Leaders should spread this message not only in Pakistan but also in India. We all know that they were forced to travel on Indian Passports, OK, they should use Indian Passports to meet Indian scholars and human activists to force their government to listen to the cries of people of Jammu and Kashmir. As for as Pakistan is concerned, it was always declared openly that Kashmiris would be given right of self-determination. This pledge of Pakistan should be used as a leverage over India to fulfill commitments made in the United Nations and in front of the world community. Let hope that the present visit of the Hurriyat Leaders would pave way in this regard.
